III. the main environmental impact forecast

1, water environmental impact assessment

The wastewater of this project is treated by the Zhonghua Sewage Treatment Plant after being pretreated by the plant. At the same time, the plant area strictly implemented rainwater and sewage diversion, cleanup and diversion, and sewage diversion. All the sewage was included in the corresponding pipe network. Therefore, under normal circumstances, the impact on the inland water quality was small.

2. Air Impact Analysis

From the prediction results, it can be seen that the pollutants discharged under normal conditions after the implementation of the project meet the corresponding standard requirements for the maximum hourly landing concentration within the predicted range. According to the calculation results of the atmospheric environment protection distance, the project does not need to set the atmospheric environment protection distance.

3, noise impact assessment

The noise of this project is mainly the operating noise of various types of production equipment, supporting pumps, motors, fans, etc. After the attenuation of the wall and distance of the workshop, the noise value at the plant boundary can meet the “Emission Standard for Industrial Enterprise Environmental Emissions” (GB12348 -2008 ) The three standard requirements.

4. Analysis of solid waste impact

As long as the solid waste disposal measures proposed in this environmental assessment are strictly implemented, the solid wastes of this project can be safely and effectively disposed of, and the impact on the environment is small.

6. Environmental Risk Analysis

The project involves dangerous or toxic materials such as methylene chloride, butyl acetate, sodium methoxide, etc. There are certain environmental risks. Enterprises should strengthen risk prevention, prepare emergency plans, and allocate emergency equipment to prevent corresponding environmental risk accidents.

IV. The main environmental protection measures to be taken, environmental risk prevention measures and expected effects

Exhaust gas

(1) Combining the characteristics of exhaust emissions, the proposed waste gas treatment plan is as follows:

1 The organic waste gas containing methylene chloride in the workshop is treated with secondary condensation (one-stage water condensation + first-degree frozen brine condensation at -15°C), and then it is connected to a secondary resin adsorption device, and desulfurization of exhaust gas is connected to the exhaust gas of the project. Processing device

2 Workshop water-soluble organic waste gas Ethanol, methanol, and methyl acetate are treated with secondary condensation (first-stage water condensation + first-degree frozen brine condensation at -15°C) to access the project's exhaust gas concentration treatment device (water absorption + secondary Alkali absorption device);

3 The dust in the workshop is directly discharged at high altitude after dust removal by the dust removal system of the equipment;

4 When the methyl acetate by-product is barreled, seals are required on the finished product barrel mouth, and the exhaust gas can be connected to the workshop exhaust gas pretreatment device.

(2) The exhaust gas treatment plan put forward in this report has entrusted qualified units to carry out special designs to ensure that the exhaust gas can be discharged to a stable standard.

After treatment, the discharged methanol and dust exhaust gas meet the "Emission Standards for Integrated Air Pollutants Emission" (GB16297-96), and the exhaust gas of ethanol, acetic acid, methyl acetate, and methylene chloride meet the Occupational Exposure Limits of Harmful Factors in the Workplace - Chemical Harmful Factors. Emission Limits (GBZ2.1-2007)

Wastewater

(1) Some process wastewater of this project is preprocessed in the workshop. After treatment, the waste water is discharged into the plant sewage treatment station together with other waste water in the plant and discharged into the bell tube sewage treatment plant.

(2) The factory has built a wastewater treatment station with a treatment capacity of 300t/d. It is required to do a good job of modulating water distribution for wastewater pretreatment and inflow of sewage treatment stations to ensure stable operation of the wastewater treatment station and stable export compliance.

(3) The diversion of rain and sewage, the diversion of clean sewage, and the diversion of pollutants have been established in the plant area. It is forbidden to discharge the waste water directly into the total discharge outlet. The first 30 minutes of rainwater in the production workshop are collected and the collected rainwater is collected and transferred to the wastewater treatment station for processing.

(4) Sewage ditches in the production workshop must have anti-corrosion measures and adopt elevated laying sewer pipes.

Surface water:

Integrated wastewater implements the secondary standards of "Integrated Wastewater Discharge Standard" (GB8978-1996) and "Industrial Wastewater N,P Contaminant Indirect Emission Limits" (DB33/887-2013)

noise

The equipment of the project selects low-noise equipment for equipment selection and optimizes the layout. Take certain measures for noise reduction and noise reduction. Mufflers are installed in the import and export pipelines of fan-type equipment, anti-vibration gaskets are installed in large-scale high-noise equipment, production management is strengthened, maintenance is performed in time, and operating specifications are strengthened to reduce noise. Strengthening greening will help to further reduce noise sources.

The factory sector meets the three standards in the "Environmental Noise Emission Standard for Industrial Enterprises at the Plant Boundary" (GB12348-2008)

Solid waste

he solid wastes of this project are collected separately and stacked on the unified solid waste warehouses in the plant area according to the requirements, in which the hazardous wastes are entrusted by qualified units to be disposed of. General solid wastes are treated in accordance with the requirements of general solid wastes.

Realize resource, reduce and harmless

Groundwater and soil

(1) Diverting the sewage and collecting the initial rainwater into the sewage station;

(2) The floor of the production workshop shall be hardened and seepage-proof. The cofferdams and floor drains shall be installed in the workshop in different production areas;

(3) All the sewage and water supply pipelines shall be grounded or open trenches shall be implemented and shall be treated with anti-corrosive hardening;

Avoid leakage of soil and soil

V. Environmental Impact Assessment Conclusions
